Control the menu.  HCSS pools comprised of licenses by physical processor or core are like magical gardens where licenses organically grow when planted on better servers. Harvest and eat those licenses, and avoid letting your software vendors use the ELA to create license spoilage. Calculate the harvest yield and factor it into your license order.
Take smaller bites.   Each time a HCSS pool needs more capacity, remain nimble and add only in moderate portion sizes.
